Overview

On March 6, 2025, President Donald Trump signed Executive Order 14233, "Establishment of the Strategic Bitcoin Reserve and United States Digital Asset Stockpile." The order directs that bitcoin already forfeited to the U.S. government through criminal and civil asset forfeiture — reported at roughly 200,000 BTC — be held as a long-term reserve asset rather than sold, and creates a separate U.S. Digital Asset Stockpile, managed by Treasury, for other seized digital assets such as ether, XRP, SOL and ADA. It instructs the Secretaries of the Treasury and Commerce to develop budget-neutral strategies for acquiring additional bitcoin at no cost to taxpayers. The order was announced alongside the first White House crypto summit.
