Overview

On 22 May 2024 Hong Kong's Office of the Privacy Commissioner for Personal Data (PCPD) concluded an investigation into the Worldcoin project and found that it contravened the Personal Data (Privacy) Ordinance. The PCPD had opened the probe in January 2024 and carried out 10 covert visits between December 2023 and January 2024 across six premises used by the project. It found that collecting face and iris images was unnecessary and excessive, and criticised deficiencies in transparency, retention, data access and correction rights, including the absence of Chinese-language privacy notices and consent forms. The regulator issued an enforcement notice to the Worldcoin Foundation directing it to cease all iris and face image collection in Hong Kong.
