Bank of England organization
Overview
The Bank of England is the United Kingdom's central bank, established on 27 July 1694 by royal charter to address England's financial crisis during the Nine Years' War. Scottish banker William Paterson proposed the concept and Charles Montagu steered the legislation through Parliament; the bank raised £1.2 million from 1,268 subscribers in just 12 days, and John Houblon was its first Governor. It has two core mandates — monetary stability and financial stability — and its responsibilities include meeting the inflation target (2% as of 2024), issuing banknotes in England and Wales, regulating Scottish and Northern Irish note issuance, acting as custodian of UK gold reserves (around 5,134 tonnes as of 2016) and managing foreign exchange reserves. Governance runs through three committees: the Monetary Policy Committee, which sets the base interest rate, with Parliament required to endorse any Treasury orders to the MPC within 28 days; the Financial Policy Committee, established in 2011 for macroprudential oversight and biannual Financial Stability Reports; and the Prudential Regulation Authority, also created in 2011, which supervises major banks, building societies, insurers and investment firms. Andrew Bailey has been Governor since 2020. Founded in 1694 to fund war finance, the Bank was substantially restructured after the global financial crisis: the Financial Policy Committee and Prudential Regulation Authority were both created in 2011, adding macroprudential and microprudential supervision to its existing monetary role.
