Overview

On 6 March 2025, President Donald Trump signed an executive order titled "Establishment of the Strategic Bitcoin Reserve and United States Digital Asset Stockpile," published in the Federal Register on 11 March 2025. The order directs that the reserve be capitalised with bitcoin already owned by the Department of the Treasury that was forfeited in criminal or civil asset forfeiture proceedings, and creates a separate U.S. Digital Asset Stockpile for other forfeited digital assets. It requires a full accounting of federal digital asset holdings across agencies and provides that bitcoin in the reserve is not to be sold. The order was signed one day before the White House Crypto Summit.
