HKMA Stablecoin Issuer Sandbox regulation
Overview
The HKMA launched its stablecoin issuer sandbox arrangement on 12 March 2024, ahead of Hong Kong's stablecoin legislation. The sandbox let institutions planning to issue fiat-referenced stablecoins in Hong Kong test their operational plans, while giving the HKMA a channel to communicate supervisory expectations and gather feedback on the proposed regulatory requirements. Participants were not permitted to handle funds from the general public, solicit public funding, or offer products connected to the sandbox. The HKMA announced the first batch of three sandbox participants on 18 July 2024.
