Framework: Coordinated July 2023 circulars — a Central Bank of Kuwait circular to banks, financing companies and exchange companies (17 July 2023), Capital Markets Authority Circular No. 10/2023 and Insurance Regulatory Unit Circular No. 6/2023 — imposing an "absolute prohibition" on virtual-asset dealings.
Kuwait sits at the prohibitionist end of the Gulf spectrum. The July 2023 circulars ban the use of cryptocurrencies for payments, ban investment in virtual assets, ban all forms of crypto mining, and bar companies from providing any type of crypto-related services; regulators are also barred from granting licences to firms seeking to offer virtual-asset services as commercial businesses. The measures were framed as implementing FATF Recommendation 15 following a study by Kuwait's National Committee for Combating Money Laundering and Financing of Terrorism. One carve-out survives: securities regulated by the Central Bank of Kuwait and other securities and financial instruments regulated by the Capital Markets Authority are excluded from the prohibition. The Ministry of Commerce and Industry issued parallel measures. No consultation to relax the regime has been announced since — enforcement has instead intensified, with a headline anti-mining campaign in 2025.

Notable enforcement actions
- 2023. The CBK, CMA (Circular No. 10/2023) and Insurance Regulatory Unit (Circular No. 6/2023) imposed the "absolute prohibition" on crypto payments, investment, mining and licensing.
- 2025. The Ministry of Interior launched a wide-ranging crackdown on illegal crypto mining blamed for grid strain — around 100 homes in the Al-Wafrah region were used for mining, some drawing up to 20x a typical household's electricity; the electricity ministry reported a 55% drop in Al-Wafrah consumption after the operation, with 60+ people under investigation; the electricity ministry began disconnecting power at implicated properties, with reconnection only after Interior Ministry clearance.
