Luxembourg has emerged as one of the EU's principal MiCA licensing hubs. The earliest Luxembourg entry in the ESMA MiCA register is Clearstream Banking, authorised as a CASP on 7 February 2025; Bitstamp Europe became the country's first MiCA-licensed crypto exchange on 16 May 2025, followed on 20 June 2025 by Coinbase — the first US company to secure a Luxembourg MiCA authorisation — which selected Luxembourg as its EU headquarters. By end-June 2026, register trackers counted 11 authorised CASPs in Luxembourg: B2C2 Europe, Banking Circle, Bitstamp Europe, Bridge Building, Clearstream Banking, Coinbase Luxembourg, Stokr, Standard Chartered Luxembourg, Swissquote Bank Europe, Zodia Custody Europe and bitFlyer — a mix of crypto-natives, market-makers, custodians and TradFi settlement institutions; Ripple received a CSSF “green light letter” on 23 June 2026 and full CASP authorisation on 6 July 2026, becoming the register's 12th Luxembourg CASP. In parallel, the law of 20 December 2024 ("Blockchain Law IV", in force 31 December 2024) modernised the dematerialised-securities regime: it introduced an optional "control agent" — a credit institution, investment firm or settlement-system operator that maintains DLT issuance accounts and reconciles issued securities against holdings — as an alternative to the central account keeper, and extended DLT dematerialised issuance to equity instruments and fund units.
