Framework: The Law on Virtual Asset Service Providers — adopted 17 December 2021, published 14 February 2022 and in force since 1 March 2022 — requires any legal entity providing virtual-asset services to register with the Financial Regulatory Commission (FRC); the Bank of Mongolia has repeatedly stated that crypto-assets are not an official means of payment.

The law defines a virtual asset as an intangible digital representation of value that can be digitally traded or transferred and used for payment or investment purposes, and it registers service providers rather than individual coins. Registration is limited to companies — individuals cannot be VASPs. The FRC began accepting registrations on 25 June 2022, and exchanges operating before the law had until 25 September 2022 to register. Applicants must demonstrate reliable and secure IT infrastructure, a four-year business plan with specialised personnel, internal-control and transaction-monitoring frameworks, compliance with Mongolia's 2013 Anti-Money Laundering and Combating the Financing of Terrorism Law, legitimate sources of capital and FRC-set minimum capital; management must be free of ML/TF-related convictions and show expertise in finance, economics, law, IT or corporate governance. Industry registries tracking the FRC list showed 12 supervised VASPs, including Corex LLC, Digital Exchange Mongolia LLC, And Denode LLC, Choijin Altex LLC and Coin Hub.
