Framework: QCB Circular No. 6/2018 and Circular No. 46/2019 (prohibitions) + QFC Digital Assets Framework 2024 (tokenisation only, from 1 September 2024).
Qatar operates a two-track regime: prohibition of cryptocurrency in the domestic financial system, alongside a tightly scoped tokenisation framework inside the Qatar Financial Centre (QFC). Qatar Central Bank Circular No. 6 of 2018 (February 2018) barred all banks operating in Qatar from dealing in bitcoin — prohibiting virtual-asset dealing on their own account, letting customers use accounts for virtual-asset dealing, or processing money orders for such purchases — with penalties for violations; Circular No. 46 of 2019 extended the treatment of virtual assets and VASPs. The QFC Regulatory Authority separately banned crypto trading in or from the QFC in January 2020. On 1 September 2024 the QFC Authority and QFC Regulatory Authority launched the QFC Digital Assets Framework 2024 — the QFC Digital Assets Regulations 2024, Investment Token Rules 2024 and token service provider guidance — giving legal recognition to tokenisation, property rights in tokens and their underlying assets, custody arrangements, transfers and smart contracts. Cryptocurrencies, stablecoins and CBDC-substitutes are expressly "Excluded Tokens" under the Regulations, and pre-existing restrictions on them remain in force.
Tax treatment

Status: largely inapplicable domestically.
