Russia’s Duma Approved a Crypto Bill That Could Destroy Its Market

Russia's State Duma passed a landmark digital assets bill on July 21, 2026, requiring exchanges, custodians and brokers to register and letting retail investors buy major cryptocurrencies after a knowledge test, capped at 300,000 rubles (about $3,900) a year per intermediary. Crypto stays barred for domestic payments.
