Russia passes landmark crypto bill allowing regulated retail trading
Russia's parliament passed a crypto market law on July 21, 2026 letting retail investors buy liquid cryptocurrencies through Bank of Russia-licensed intermediaries, capped at roughly $3,800 a year each, while qualified investors face no limit. Crypto is allowed for cross-border trade settlement but domestic payments stay banned; the rules take effect September 1, 2026.
