Russia passes landmark crypto bill allowing regulated retail trading

Russia's State Duma passed a law establishing a regulated framework for retail crypto transactions, including a 300,000-ruble annual purchase limit for non-qualified investors. Cryptocurrencies are classified as tradable property for cross-border settlements but domestic payments remain banned. The law takes effect September 1, 2026, with a transition period until July 1, 2027.
