Project Mandala event
Overview
Project Mandala is a BIS Innovation Hub initiative demonstrating how regulatory and policy compliance can be embedded directly into cross-border payment protocols. Its completion was announced in October 2024; the first phase was run by the BIS Innovation Hub Singapore Centre with the Reserve Bank of Australia, the Bank of Korea, Bank Negara Malaysia and the Monetary Authority of Singapore. Its decentralised 'compliance-by-design' architecture combines a peer-to-peer messaging system, a rules engine and a proof engine, and was tested on cross-border lending between Singapore and Malaysia (capital flow management measures and sanctions screening) and capital investment flows between Korea and Australia. A subsequent phase widened participation to further central banks and to programmable compliance for digital assets.
