BIS Innovation Hub regulator
Overview
The BIS Innovation Hub is the technology and innovation arm of the Bank for International Settlements, created to foster international collaboration on financial technology within the central banking community. Its establishment was approved by the BIS Board on 30 June 2019, with Hub Centres set up in Basel (Switzerland), Hong Kong SAR and Singapore in the initial phase. Its mandate has three parts: identifying and developing in-depth insight into critical technology trends affecting central banking; developing technological public goods to improve the functioning of the global financial system; and acting as a focal point for a network of central bank innovation experts. The Hong Kong Centre was established in 2019 under an operational agreement with the Hong Kong Monetary Authority, with focus areas including CBDC, open finance and green finance; the Singapore Centre, set up with the Monetary Authority of Singapore, initially worked on public digital infrastructure for identity, consent and data sharing and on a platform connecting regulators with technology providers. The Hub stresses that its projects are experimental, intended to investigate technological and practical feasibility. The BIS Board approved creating the Innovation Hub on 30 June 2019. Operational agreements followed with the HKMA (September 2019) for the Hong Kong SAR Centre and with the MAS (announced November 2019) for the Singapore Centre, alongside a Basel Centre. It publishes an annual work programme, most recently for 2025-26.
