Overview
Arbitrum DAO is the token-based governance body for the Arbitrum One and Arbitrum Nova networks, announced by the Arbitrum Foundation in March 2023 alongside an airdrop of the ARB token to Arbitrum users. ARB holders govern the Arbitrum Foundation through the DAO, with voting weight proportional to the ARB each voter holds or has delegated to them, and act through Arbitrum Improvement Proposals (AIPs) that can be executed on-chain. The DAO controls a large treasury implemented as a smart contract — around 4.3 billion ARB was earmarked, with the practical DAO-controlled figure closer to 3.5 billion after AIP-1 — used to fund ongoing development and ecosystem work; funding proposals request allocations from it. The Foundation oversees the ARB token and the governance structure as well as the 12-member Arbitrum Security Council multisig that safeguards the chains, and controls a separate Administrative Budget Wallet funded with 750 million ARB for grants, setup reimbursement and operating costs. The DAO has directed treasury assets into tokenised US Treasuries, approving a 35 million ARB allocation across Franklin Templeton, Spiko and WisdomTree products. The Arbitrum Foundation announced DAO governance and the ARB airdrop in March 2023. AIP-1 was contentious and reshaped the split between DAO-controlled tokens and the Foundation's Administrative Budget Wallet. The DAO has since operated through AIPs, maintained the 12-member Security Council, and diversified treasury holdings into tokenised US Treasuries from Franklin Templeton, Spiko and WisdomTree.
