US Strategic Bitcoin Reserve policy
Overview
The U.S. Strategic Bitcoin Reserve is a federal reserve of bitcoin established by executive order signed on 6 March 2025 and administered through offices within the Department of the Treasury. It is capitalised with bitcoin forfeited to the U.S. government in criminal and civil proceedings rather than with newly purchased coins, and the executive order directs that bitcoin held in the reserve not be sold. Estimates at the time of creation put U.S. government bitcoin holdings at more than 207,000 BTC. Separate legislation, the BITCOIN Act of 2025 introduced by Senator Cynthia Lummis, has been proposed to codify the reserve in statute and authorise active purchases.
