Overview
The Banco Central do Brasil (Central Bank of Brazil, BCB) is Brazil's central bank and chief monetary authority, responsible for maintaining the purchasing power of the national currency. It was established on 31 December 1964 through the merger of three institutions: the Superintendência da Moeda e do Crédito (SUMOC), the Bank of Brazil and the National Treasury. Unlike many agencies it is not affiliated with any government ministry. Its principal monetary-policy instrument is the SELIC benchmark overnight interest rate, set by its Monetary Policy Committee (Copom). The BCB is also an active promoter of financial inclusion and a leading member of the Alliance for Financial Inclusion, having been one of the original 17 regulators to make national financial-inclusion commitments under the Maya Declaration. Since 25 February 2021 it has been institutionally independent from the federal government. Independence legislation passed the Brazilian Senate on 3 November 2020 by 56 votes to 12 and the Chamber of Deputies on 10 February 2021 by 339 to 114 without amendment, becoming Federal Complementary Law No. 179 of 24 February 2021. That law made the BCB autonomous and gave it a new organisational structure, effective 25 February 2021.
