Overview
Norges Bank is Norway's central bank and has run one of Europe's longer-running central bank digital currency research programmes, begun in 2016 and motivated largely by low and falling cash use plus a precautionary approach to payment-system resilience. Its work covered both a retail CBDC for the general public and a wholesale CBDC for settlement between institutions holding central bank accounts, and included technical testing of candidate solutions. In December 2025 the bank concluded, after its fifth research phase, that introducing a CBDC is not currently warranted, while saying it would be ready to issue one if needed to keep the payment system efficient and secure. It published a set of reports setting out the assessments behind that conclusion.
