MAS regulator
Overview
The Monetary Authority of Singapore (MAS) is Singapore's central bank and integrated financial regulator, established on 1 January 1971 and merged with the Board of Commissioners of Currency in 2002 to take over currency issuance. It administers the statutes governing money, banking, insurance and securities, manages the country's foreign reserves, and acts as banker to the Government of Singapore. Unusually among central banks, MAS conducts monetary policy through the exchange rate rather than interest rates: since 1981 it has managed the Singapore dollar against an undisclosed trade-weighted basket within a policy band reviewed semi-annually. As of May 2026 it reported roughly US$416 billion in assets under management. Its chairman is Gan Kim Yong (since 15 May 2024) and its managing director is Chia Der Jiun. MAS is also the licensing authority behind Singapore's digital-asset regime and its payments modernisation programme. MAS took on currency issuance in 2002 after absorbing the Board of Commissioners of Currency. In December 2020 it awarded four digital bank licences — full licences to the Grab-Singtel consortium and Sea Group, and wholesale licences to Ant Group and Greenland Financial. It established the ASEAN Financial Innovation Network in 2018, launched PayNow-PromptPay cross-border interoperability with Thailand in May 2021, and signed on to Project Nexus in June 2024 to link ASEAN retail payment systems, expected live by 2026.
